On 14 October 2005, SALGA in collaboration with VNG International launched a Municipal Social Housing Policy Toolkit in Johannesburg. More that 130 people attended the launch which included officials from VNG International, Social Housing Foundation, National, Provincial and Local governments. The first Toolkit was handed over to the National Department of Housing represented by Mr Joseph Leshabane. The development and publishing of the Toolkit is part of the implementation of the Memorandum of Understanding between South Africa and Netherlands departments of housing. The Toolkit is an instrument for Municipalities to develop their own social housing policy. SALGA has planned a number of toolkit workshops with municipalities in 2006.
