In preparing this Human Resource Manual we have taken careful note of the overall
context and current stage of the social housing sector.
It is our wish that this Manual be responsive to the current social housing context in
South Africa, accommodating a large range of different approaches to social housing,
organisational sizes and different levels of organisational maturity, while seeking to
provide guidelines towards common and best practice for the sector.
