Technical Support Programme
The Technical Support Service is a Programme of capacity building and organisational development designed around the needs of Social Housing Institutions (SHIs). The programme has bee expanded to include provincial and local governments.
The Technical Support Programme is comprised of the following key components:
Capacity Building
The capacity building programme focuses on strengthening and enhancing the organisational capacity of social housing institutions. It will also track the background of capacity building initiatives targeted at SHIs and provide the contextual organisations development framework for technical support.
Organisational Development
A programme of organisational development has been implemented to promote planned and targeted growth, enhancing and ultimately transforming SHIs into organisations with improved performance outputs and performance potential. The model by which this will be achieved is framed in the context of values and a performance culture with leadership as the main driving force.
Leadership Development
The issue of leadership within SHIs is identified as a key factor for success in achieving sustainable organisations which are capable of responding effectively to the challenges of the National Social Housing Programme and the increasing housing development. The plan to enhance leadership capacity of SHIs includes a programme of institutional coaching aimed at addressing suitability and the potential of the individual CEOs.
Financial Management
The programme places further emphasis on financial management capacity and the ability of an organisation to meet the challenges of a significantly larger development programme.
Overall the technical support programme is an inclusive process where clients are closely involved in the management of the design and delivery of the technical support service to their organisations. The package of technical support further complements other capacity support initiatives provided by the SPSH such as grant funding and bridging finance.
