PUBLIC HOUSING SERVICES
Public housing refers to all housing stock that is owned, managed, and
maintained by any branch of government at a local or provincial level.
Given the history and legacy attached to the stock it is highly contentious, and as such has drawn out a range of responses and programmes from the various spheres of government. The National Department of Housing and its associated provincial and municipal sub-units have put in place a range of responses, which include transfer of units to households and individuals through to examining sustainable rental schemes. However there are still a number of challenges that remain unresolved, such as:
- Normalizing and regularizing public housing stock
- Options for the transfer of public housing stock
- Public housing stock as an asset
- The affordability of public housing stock
The SHF has been building up a database of information and resources on South African public housing stock. This is informing the work that the organization does with provinces and local authorities to assist them with the transfer, retention and/or demolition and rebuilding of this stock and of course, the longer terms management of the stock.
What is CRU?
CRU (Community Residential Units) is a housing programme which replaces the National Hostel re-Development Programme and the proposed affordable rental housing programme. CRU programme targets low income persons and households earning between R800 and R3,500 per month who are not able to enter the formal private rental and social housing markets. It target existing residents, displaced persons, new applicants, and qualifying indigent groups. The programme scope covers the housing stock owned by either Provincial Housing Departments or municipalities. For more details on this housing programme, please refer to the guide and tools
